I think you overshot it. Many styles are not second-level dependencies,
e.g. beamerarticle, beamerposter and the clo styles some classes
provide.

I propose you revert and we remove second-level dependencies on a
layout-by-layout basis.

Then we also need a new template, I suppose, that is fit for aastex62
(and keep the old one for the old class).

Why? Just add the respectice aastex62.layout file.
It's more complicated, AFAIR aas_sample.laas_sample.lyx compiles with 
aastex62.cls, but the outpuoutput is wrong.

verified that starting LyX with:

     LyX2.3.exe -style windows
     LyX2.3.exe -style windowsvista

give different results.

Please test, and hopefully we can finish with this next week.

One very minor thing probably not worth spending much time on: there is 
no add/remove programs icon. I only found this which might not even 
apply:

Yes, they have been added for the sake of MikTeX, and we have decided
some time ago to remove them (the windows installer should roll its own
list for MikTeX if required).

These second-level dependencies are never fixed, and thus not really
predictable and maintainable.

My understanding was that all the dictionaries were fixed part of the
installer and nothing was to be downloaded during the installation.

For that purpose all thesauri and dictionaries were stored at 
https://www.lyx.org/trac/browser/lyxsvn/dictionaries
and irregularly updated. If Uwe still used them I do not know.

Do you have some script or completele notes how to build the current
installer?
