Looks like 'texlive full' is somewhat misleading. Don't worry, simply install 
texlive-bibtex-extra.

Did you try the MikTeK package manager? According to a comment here 
, 
the DLL file is part of the miktex-jpeg-bib-2.9 package. Is that installed?
