Yes, it is a limitation of LyX. Put your letterhead between two LateX (ERT)
boxes like that : 

Top ERT : \titlehead{\begin{center}
Then in regular LyX
Insert RichardShepardLogo.eps
Save the planet. Hire the best 
Rich Shepard
Somewhere : USA
Bottom ERT : \end{center}}
