1. Unfortunately, there is no generic option to center images in floats.
You have to center each paragraph containg the to-be-centered float
individually (FormatParagraphAlign center)

2. Using koma-script, it is possible to change the font and size of the
   captions. See the scrguide.pdf or scrguide.dvi documents.
