Just to be clear, are you talking about Memoir *class* or Memoir 
*template*.  The yes in the config dialog means that (a) LyX knows it 
has a Memoir layout and (b) it found the Memoir class file, so you 
should have book (Memoir) in the Document - Settings... - Document 
Class - Document class drop-down list.  AFAIK, though, there is no 
Memoir template (at least I don't have one installed), so if you're 
looking for it via File - New from template you're destined to be 
disappointed.

Thanks, Paul.  I found that out yesterday, and under 
document-settings-Document class-drop down list there it was!  Appreciate 
the help from everyone on the list.  The reason why I love LyX is not just 
the typesetting beauty of it, but mostly the screen.  It is easy on old eyes!

Reconfigure is internal to LyX. You also need to let LaTeX/TeX know
that
 you've added styles. Run /usr/share/texmf/bin/texhash (or wherever Ubuntu
 puts texhash) as root, then reconfigure LyX. You should see Memoir after
 this.

texlive-latex-recommended

nor can I find it anywhere else.  I have re-configured after every download
