This repository was put in place by Fedora texlive maintainer and the repository is a backport. For Fedora 18 (to be released in January) and newer the packages there are the default. -- José Matos

Well, if you have a laptop and can take it somewhere with better speed, you might want to try using the updated TeXLive repository, as described here: http://fedoraproject.org/wiki/Features/TeXLive It takes a while to download it the first time, but then you should be OK. You can grab the most recent version from CTAN [1], unpack the files by running "latex memoir.ins" and "latex mempatch.ins" and then put them in you TEXMF home directory (usually ~/texmf/tex/latex/memoir).
