Using Ubuntu 16:04 Lyx 2.3.0.

You need a LyX layout file for it. There's one at 
https://wiki.lyx.org/Layouts/Layouts (in section 7 of the user provided 
layouts portion). Park it in your local layouts folder (~/.lyx/layouts 
on a Linux system) and do Tools > Reconfigure in LyX, and you should be 
good to go.

You need a corresponding LyX *.layout file. As it happens, you can find
one for standalone here:
