The default LaTeX/LyX behaviour for pictures is to 'float' them to the
position that LaTeX has determined as optimum.  If you want to specify a
position you will need to select the Float: Figure settings and change from
default to 'here definitely'.
You may also need to check the figure size so that it is not too large for
LaTeX's margins and headers and footers.
