Although I have not used it, I'd suggest you try biblatex. It is designed to be much easier to customize. "Good working knowledge in LaTeX should be sufficient to design new bibliography and citation styles", or so says the manual. The language used in bibtex files is a very primitive stack-based language and is not easy to work with, though I did manage to write a custom bst file a while ago.
