What the T1 does is replace the obsolete OT1 (7-bit) encoding scheme with the 8-bit T1 which was a decision made at the TeX users conference in Cork. So it is known as the Cork encoding scheme. to use it you need \usepackage{t1enc} or \usepackage[T1]{fontenc} in the pre-amble.
