Mac::Carbon installation woes

Hi folks,
Some late night reading of the latest Perl Journal got led me to try 
installing Mac::Carbon, on the road to installing Mac::Glue. Trouble 
ensued...

I'm running OS 10.3.8 with Xtools 1.5,  GCC 3.3, and Perl 5.8.0
Whether I use the CPAN shell or try a manual installation I get the 
following error on make:

make[1]: *** No rule to make target `../xsubpps/typemap', needed by 
`AppleEvents.c'.  Stop.
make: *** [subdirs] Error 2

The list archives and Google both point to an earlier thread from 
April which referenced the same error but had no clear resolution.

Has anyone else seen this?

Using CPAN to install DBI on Tiger

it is possible it is down but when I go to install DBI I get the 
following error:

cpan install DBI
CPAN: Storable loaded ok
Going to read /Users/robert/.cpan/Metadata
Running install for module DBI

  The module DBI isn't available on CPAN.

  Either the module has not yet been uploaded to CPAN, or it is
  temporary unavailable. Please contact the author to find out
  more about the status. Try 'i DBI'.

cpan 


When I first started the cpan shell I chose the easy no to let it try 
to autoconfigure itself. Could that be the problem? Or is it currently 
not available?

I didn't install it, but sudo cpan DBI works fine for me:
 Running install for module DBI
 Running make for T/TI/TIMB/DBI-1.48.tar.gz
