There's not a lot of intel on the web about what this process actually does. 


Guessing entirely from the name, I wonder if it might be related to System 
Preferences / Accessibility / Speech / Announce when alerts are displayed or 
applications need your attention.  I know Universal Access was the old name for 
Accessibility.  Actually, if you're still running Lion, it still may be.

Well, shit breaks, and the time it chooses doesn't always have a deeper meaning.

My educated guess is that it's hiding an annoying and voluble but largely 
meaningless problem.  I've had various looping launch failures in my console 
log before.  None of them have ever affected the function of anything I 
actually used.  The only actual visible symptom of every one these problems was 
the massive console logs they would create.

I do in fact use universal access. And I have for a long time. This console 
spam is new.

I have no idea why it has started now, nor how to stop it.

That launchctl command does stop it, but I have no idea if it's hiding a more 
serious problem.
