Asking for review on a couple PRs

Hi all,

If there are any committers who might have a bit of free time to review and
hopefully merge a couple of PRs, it would allow me to submit updates to
some dependent ports.

* PR #20943: shaderc 
* PR #21065: msdfgen 

Both of these ports are new dependencies; shaderc is a new dependency that
is needed in order to enable Vulkan support in warzone2100, and msdfgen is
a new dependency for Godot 4.

FWIW, the server's connected at 10G.  The upstream bandwidth provider 
changed who they peered with for internet-bound connectivity not very 
long ago, but that wouldn't normally cause that severe a change in speed.
