Strange Characters - How do I Fix This?

Using Textedit. I open a plain text file I previously edited on a Windows PC. 
There are characters appearing that must be mathematical values or numerical 
fractions that I cannot decipher. Here is a part of one file with such elements

With two 17mm or 11/16î wrenches break the two nuts apart and run them up the 
thread ºî. 
This will allow for an additional Ωî of blade length and release the bind.

What can I do to get the î º or Ω to read out as the characters they are 
supposed to

vo-shift-space is a mouse click.
vo-command-shift-space locks and unlocks the mouse.

Apple put some drivers or installer packages in to the windows programs and 
features on the windows machine.

If there is an apple or bootcamp update then it is pushed to the machine 
through their app lication manager 

I actually saw a bootcamp update on one of my machines the other day 
I don't believe I installed it but it's available anyway.

Question about mouse click on the Mac

I have come across a problem for which I can find no solution. I am using a Mac 
book air running Sierra. I am staying with Sierra because I have a job right 
now that will end shortly and I don’t want to mess up that job by bringing on a 
new operating system that may puzzled me. But I have come across something in 
my personal use that puzzles me anyway. I have come across a situation which 
demands a mouse click and of coarse I have no mouse. I probably could click it 
if I had one but I don’t. And I don’t really want to mess with a mouse for one 
little problem. I just got a Google home speaker and I am really fascinated 
with it but I would like to sign up for something that will make it so that I 
can ask for songs individually. The problem is that I have to change my 
password. That usually is no big deal but this one has a link which it demands 
I click. I can’t find a way of clicking this link on my Mac. Since I have no 
Mouse I would have to do it using the keyboard but I don’t know how to do that. 
Is there a keyboard command that will act like a mouse click on the Mac? I know 
there is on the windows computer and I have a Windows computer but it gave me 
so many problems I have pretty well trashed it and I wouldn’t like to try to 
get it up just to solve this problem.

I’ve also noticed when it comes to some of the web sites I test for 508 
compliance, Crome reads their PDF’s with no issue, but a few of them, Safari 
won’t touch and claims them to be be empty documents.

When it comes to Chrome, it's good to have around. There are some things that 
it does better than safari, particularly some drop lists to not speak in safari 
but work fine in Chrome. Chrome also now has the ability to describe images 
that are not labeled.

Apple software update in windows should bring up a "new updates are
available" dialogue box. Simply follow the prompts. Mine took a couple
of minutes and then required a restart.

   The web interface is definitely doable. However, if Wordpress is your 
choice, I would consider the Mars Edit app for Mac from Red Sweater. The app is 
completely accessible and simplifies creating and maintaining a Wordpress site. 
It’s how I have been handling my site since 2011.
