As a VoiceOver user, I find the best way to use Launchpad, is as follows:

1.  Make sure Launchpad is on your Dock.  If Launchpad is not already on your Mac’s Dock, you can put it there by opening the Applications folder, navigating to the Launchpad app, and then pressing CTRL +
CMD + Shift + T, to place Launchpad on the Dock.

2.  Once you have Launchpad on your Dock, press VO + D, to place VoiceOver focus on the Dock.

3.  Navigate to the Launchpad item on the Dock.  I do this by pressing the letter L, quickly followed by the letter A.

4.  Now, open the Shortcut menu, by pressing VO + Shift + M, which will show a list of applications installed on your Mac.

5.  Navigate to the desired application, and press either VO + Spacebar, or the Enter key to open the application.

Note:  Any application that you have placed on your Mac’s Dock, will not be present in the Shortcut menu list.

HTH.
