Dave, I don't know what the host names were for my two installations so not sure about this. But since the screen on my Mac broke while doing a startup from Sonoma to Ventura, things got dicey in Ventura. E T, I also have a dual OS boot setup, using both Sonoma and Mojave on the same HDD. I wonder if this is part of Apple’s response to preventing the Android to iMessage gateway product (perhaps called beeper) that Apple was having to lock down iCloud accounts. Perhaps there is code preventing multiple OS’s on the same hardware from access iCloud services. This is entirely guesswork. Have you gone into the app settings for each app to see what is the sign in status?
