I have not tried this, but I copied the following line from a Apple 
support article:

If you use iCloud Drive, your rules are available on your other Mac

End quote.

So this means adding mail rules on your Mac should carry over to all 
your devices connected to iCloud.

I don’t believe this is true.
I have set-up rules in the Mail App on my desktop Mac mini, and these rules 
show up on my MacBook Air.
Then when I got my new MacBook Pro in August, the same rules showed up on that 
machine too.

Hello.

I found how to change the global rules in mail. It took me over five hours to 
do it. The website is just as bad as it was three or four years ago. I don’t 
know how I did it, trial and error. I wish Apple would fix it.
