Hi Sadam,

Sorry my instructions weren't complete  I thought you'd possibly know the other 
bits.

So you go into users and groups,
Unlock it to make changes,
This is a VO right arrow to the far right of the options,

Click the lock and enter your admin password,
Then vo left to the far end find the log in drop down list, which I have to use 
VO and Downarrow to scrole through the users,
Find the bottom option which should be log in  then vo right to the option 
towards the far right side which is a tick box saying something like 
Enable VoiceOver to startup at log in.

Once you've ticked this, you can either click the lock again to lock things 
from change or close out of the users and groups or restart and see if VO comes 
on at the log in prompt.

Hoep that's a bit more clear rather than my last silly instructions.

Hi Sadam. This is Helga! How are you? I think you can turn on that settting of 
Voiceover  on Voiceover utilities under voices or speech settings if I'm not 
mistaken! To go to voiceover utilities you need  to press VO F8. Hope this
