I had to pair the watch as a new watch. I couldn’t restore from backup. That is 
what fixed it. Ugg.

After pairing your watch with your new iPhone, you will need to go to the Watch

Well AT had to give me a physical SIM card to get the phone working. So just 
keep that in mind when you order a phone.

 

Now my new issue is my apple watch 4 will no longer unlock with voiceover 
enabled. I have no idea. This started after I paired with the new phone. Ideas? 
Trying not to pair again.

Both devices are updated to the latest OS.

After pairing your watch with your new iPhone, you will need to go to the Watch 
app on your new iPhone, and enable the ability to unlock your watch with your 
iPhone again.
Since this setting is device specific, you need to do this every time you get a 
new iPhone, or unpair and then re-pair your watch.

Yep everything looks correct under Apple ID. My watch shows as paired and 
active. I can view watch apps on the watch iphone app, enable and disable VO, 
etc.

With respect to the physical SIM card, that sounds like a random case.  I 
suspect that something just happened to the old one during the transfer.  
Possibly some static charge, or just bad luck.  I had no issues putting my SIM 
card from my old iPhone into my 13.

 

Now, for the Apple Watch.  Does the watch seem all connected when you use the 
Watch app on your new iPhone?  That is, does it show as a paired watch?  Can 
you see all the settings configured on the watch?  When you paired it to the 
new iPhone, did it ask you for Apple ID passwords, iPhone PIN etc?  These all 
must be answered affirmatively in order that you get a secure and proper 
connection between the iPhone and the Apple Watch.  Lastly, if you go to 
Settings, Your name on the iPhone, does it say if there are any extra Apple ID 
steps that are needed to be completed?
