I have found that it usually happens no matter what setting you have it on.
It would be great if everyone else could let Apple know, they tell me the 
problem does not exist.

Hi all. This is mostly out of curiosity that I'm asking this, but why would 
anyone want to have those extra parameters if all they want to use is one voice 
for everything? If this is what you want, can't you just turn those parameters 
off? I'm just asking this because I'm running Mojave and I'm using the voice 
setting called automatically select based on language and I'm not reproducing 
the issue. I get one voice speaking to me like it should.

I have experienced the same thing but have no fix for it.  So Sorry.  The Voice 
part of the Voiceover utility has been awful since Mojave if not High Sierra.  
The Greek voice still hasn’t been fixed although I must have reported more than 
20 times.  It’s killing me and my work.  And I can’t upgrade my other mac to 
High Sierra or Mojave because of this.  Bad bad bad!
