No, this setting has nothing to do with Safari or any browser.
It is a VoiceOver setting that affects VO navigation globally, in all 
applications

I think what we did before was to create an activity and it seemed to work 
fine. the toggle command might work better though because it could be used on 
any website I happened to encounter that behaved like that.

You can create a VoiceOver activity and specify a web address. I don't have 
confirmation that this works. You can also create a commander that does "Toggle 
VoiceOver Cursor Follows Mouse On or Off".
