Go through your apps page by page and see if any are stuck on downloading or 
downloading paused, something like that.  If so, double tap the specific app to 
restore.  This has happened to me, not sure if it’s your exact issue but worth 
a shot.

You know what it could have been is some sort of lag from the flood of upgrades 
yesterday?  Remember that over 11% of the iPhones out there updated yesterday 
which is a massive number.
