I have an Apple Bluetooth keyboard and use it with an iPhone, so not sure if 
this will help you. On my keyboard, along the top row of keys which are the 
function keys, the very right key is the one I use to toggle screen keyboard on 
and off. VO does say “keyboard visibile” or “Keyboard hidden” for me. Again, 
this may not help if you are not using an apple keyboard, but wanted to suggest 
anyhow.
