I figured out a way you can add an unused keyboard letter to the keyboard
commander in Voiceover Utility to do what you want. I just set my Mute Speech
toggle to right-Option+Q (for quiet). Here’s what I did:
1. Press VO-F8 to open Voiceover Utility.
2. Move down to the Commanders category item.
3. VO right to the keyboard tab, and press VO+space to Select it.
4. VO right and make sure that Enable Keyboard Commander is checked.
5. VO right again, and you’ll hear “use”, then right-option popup button. You
have three choices here, the right option key, the left option key, or both. I
left this option as is, right option.
6. VO right again, and you will be in a table showing all the keys which
already have commands assigned to them.
7. Press VO+Shift+Down arrow to interact with this table, and move up and down
the list to see what keys have already been taken. On my system there were five.
8. VO right once more, and you will land on an Add button. Press VO+space to
activate it.
9. Now, you’re in a text field where you want to enter the key to use to toggle
muting of speech. I used the letter Q because it stands for quiet, and that
letter happened not to have been taken already. You can use whatever available
key you want that’s easy to remember.
10. One last VO right, and you’ll land on a command menu. Press VO+Space to
activate it.
11. Now, arrow down the menu until you get to speech submenu. Once there,
press right arrow to go into the sub-menu, and arrow down to Mute speech
toggle, and press VO+space to select it.
12. Now, exit voiceover Utility with command+Q.
You should now be able to toggle the muting of speech by pressing
right-option+q. hope this does what you want, and just in case I missed
anything please someone don’t hesitate to jump in.
