Bug description:
  I encountered this while trying to test the patch for
  https://bugs.launchpad.net/mahara/+bug/1238363. The lib/db/upgrade.php
  script still contains some code that will not work with MySQL versions
  of 5.0 or later. Luckily, there is a fix that's compatible both with
  MySQL 4.1 and 5+

Hm, kind of a unique situation, actually. In addition to blocking
upgrades from 1.1 (in MySQL) this actually blocks installing Mahara 1.1.
So, it really belongs as a patch on the Mahara 1.1 branch, which
normally we would no longer patch. I think for this, though, it's worth
making a one-time exception.
