Thanks for your interest in contributing to Mailman! Mailman has applied to Google Summer of Code both as an Individual org and under Python Software Foundation in past, so we could or could not apply under PSF for next GSoC. While we haven't finalized any projects yet, it is unlikely that we'll have any project in the specific area of Machine Learning. You can find issues for Mailman Suite in our Gitlab project tracker[1].
