MI XML standards for location names

Is anyone out there aware if any XML standards are being employed to define
places, such as states, counties, cities.  I'm looking for a way to
standardized data transfers that may have a geographic context but no
spatial data (i.e. a news story).

MI Oracle-ESRI SDE vs. Oracle8i-MapInfo (also MO vs. Mapx MapXtreme)

We are currently in the process of examining what solution to use to
spatially enable our Oracle Database and I invite all to voice their
preferences and experiences with ESRI and MapInfo enterprise GIS solutions.

Currently the box is as follows...

Sun E450 Server
Sun Solaris 2.6
2GB RAM
A3500LT Drive Array (~45GB)
Oracle 8.0.5

Immediate need (4-6 weeks)
Organize data by location.  Basic point in polygon and within a distance of
type of queries for displaying data.

Medium term need (2-4 months)
Internal spatial data analysis and mapping for business and marketing
functions

Longer term goals (4 months to 1 year)
Internet map serving and routing

I am comfortable with ESRI products as I have been an ArcInfo/ArcView user
and developer for the past 4 years.

My initial research into MapInfo as an enterprise solution has sparked some
interest in a shift.  I like the integration with Oracle 8i Spatial and was
impressed with test drives of MapXtreme and MapX web sites.

Any and all input, biased and unbiased comparisons, of all aspects of ESRI
vs. MapInfo as an enterprise solution with Oracle as the DBMS for spatial
data are welcome and desired.

I WILL SUMMARIZE.
