Just to prove to myself it was possible, I was able to make one of these
with about ten minutes' worth
of work in MapInfo, using the "World" table that ships with MapInfo
Professional.  Save as lat/lon, split, drag, combine.  Russia has to be
reshaped for combining its pieces to result in something worthwhile.

The map I made is centered on 155 degrees east longitude. The only areas
split are Greenland and Antarctica, although the Azores are on the eastern
edge of the map.  Any map data for the Western Hemisphere (180 W - 25 W)
would have to have all X coordinates increased by 360 degrees.

A real solution would allow a map projection setting to specify the prime
meridian.
