Be a little careful. Leave things like .doc as optional because it is not
going to be practical to ban it. Open Office XML I'd recommend should not
be used because .doc can then be used for MS Office users instead. odf
should be mandatory. Then they would have to make documents available in odf
formats and it would be optional also to provide .doc and they should not
use MOOX. That would be practically possible since most if not all documents
are made available as .doc. The effect would be to give odf a high profile
(and click priority too) . If we state something that is in practice
impossible to implement it would be ignored and I think given the state of
the user base only providing odf would probably be seen as not practical
since a lot of existing documents in .doc would not convert that well.

Similar for spreadsheets and presentations. odf mandatory XLS, ppt
optional.

graphics - jpg, png and svg. Really those cover all the possibilities anyone
really needs so make them mandatory and other optional.
