[MARMAM] Proposed Incidental Harassment Authorization for the Vineyard Wind Offshore Wind Project Phase 2, Offshore Massachusetts

Good morning Colleagues,

On April 22, 2024, NOAA Fisheries announced the proposed incidental
harassment authorization (IHA) related to the construction of the Vineyard
Wind Offshore Wind Project Phase 2 offshore Massachusetts for a 30-day
public comment period.

As required by the MMPA, the proposed IHA includes mandatory mitigation
measures to be undertaken by the wind developer that ensure the “least
practicable adverse impact” on marine mammals and their habitat, as well as
monitoring and reporting measures to better understand those impacts. NOAA
Fisheries determined that underwater noise generated by the project’s
activities over a one-year period may harass marine mammals.

NOAA Fisheries has preliminarily determined that the number and manner of
“take,” in the form of harassment, that is proposed to be authorized in an
IHA, would have a negligible impact on all affected marine mammal species
and stocks. Impacts to a small number of North Atlantic right whales are
expected to be limited to short-term behavioral disturbance (Level B
harassment). No mortality or serious injury of any marine mammal species is
proposed or anticipated to occur incidental to the specified activity.

This regulatory action is part of NOAA’s ongoing work to ensure the
nation’s deployment of offshore wind energy is done in a manner that avoids
and minimizes impacts to protected resources and their habitats. NOAA
Fisheries is committed to careful review and use of the best available
scientific information in satisfying the requirements of the Marine Mammal
Protection Act.

[MARMAM] Final Incidental Take Regulations for the Empire Wind Project, Offshore New York

Dear Colleagues,

On February 14, 2024, NOAA Fisheries will publish the final incidental take
regulations related to Empire Wind’s Empire Wind Project
<https://www.boem.gov/renewable-energy/state-activities/empire-wind>. The
effective dates for these regulations are February 22, 2024 through
February 21, 2029. The project would be located offshore New York within
the New York Wind Energy Area, and under original power purchase agreements
would provide an estimated 2,076 megawatts of power to New York.

Pursuant to the Marine Mammal Protection Act, these regulations will govern
the “take” by harassment only, of small numbers of marine mammals exposed
to elevated underwater noise generated by the project’s activities over a
five-year period. NOAA Fisheries has determined the project activities and
resulting take that may be authorized under the final rule, will have a
negligible impact on all affected marine mammal species and stocks. No take
by mortality, serious injury, or non-auditory injury is anticipated to
occur, nor is it authorized under the final rule. NOAA Fisheries
anticipates making a final decision regarding issuance of the associated
Letter of Authorization on February 22, 2024.

As required by the MMPA, the final regulations include mandatory mitigation

practicable adverse impact” on marine mammals and their habitat, as well as
monitoring and reporting measures to better understand those impacts.

Bottlenose DolphinPhoto-ID Internship Position for Summer 2024

The Outer Banks Centerfor Dolphin Research (OBXCDR)/Nags Head Dolphin Watch are 
currently acceptingapplications for the 2024 summer season. The research season 
is May 6th-October18th. Four internship positions are available for the

The Outer Banks Centerfor Dolphin Research is a 501 c(3) non-profit 
organization dedicated to theconservation of bottlenose dolphins in the Outer 
Banks of North Carolina. Ourprogram’s goal is to gain an understanding of the 
population dynamics, movementpatterns, and behavioral ecology of coastal 
bottlenose dolphins in the soundsand coastal waters near the Outer Banks. The 
OBXCDR conducts a long-term photo-identificationmonitoring study of bottlenose 
dolphins in Roanoke, Croatan, Albemarle, Pamlicoand Currituck Sounds. Data is 
collected via dedicated small boat surveys aswell as opportunistically from a 
local dolphin watch. Information from themonitoring study is used to examine 
annual population trends, habitatutilization, social associations, and ecology 
of the dolphins as well as aid inefforts to examine bottlenose dolphin stock 
structure and movement patternsalong the U.S. Atlantic coast. Interns will gain 
experience in field datacollection, photo-identification of dolphins, and

per weekthroughout the field season while 1-2 days per week will be spent 
conductingphoto-identification using FinBase and finFindR. Dedicated surveys 
will beconducted 2-3 times per month from May through October.

Salary:  Thisinternship is a paid position. Applicants will receive an hourly 
pay of $15/hr.for the naturalist position on the dolphin watch portion only.

On Thursday, January 4, 2024, NOAA Fisheries will open a 30-day public
comment period on the proposed incidental take regulations related to US
Wind’s Maryland Offshore Wind Project

bottlenose dolphins (Tursiops truncatus) in North Carolina, with comparisons to

Abstract:Common bottlenose dolphins (Tursiops truncatus) are sentinels of 
environmental health. Skin lesions may indicate disease and can be used to 
infer population health. We estimated the prevalence of skin lesions and 
identified major lesion types on coastal bottlenose dolphins in Roanoke Sound, 
North Carolina, over a 3-year period using photo-identification. Boat-based 
surveys were conducted from April 2012 through October 2014. High quality 
images of distinctive fins were examined for overall prevalence (P) of any skin 
lesion (n = 169, P = 0.49, 95% CI = 0.42–0.57). Lesion prevalence estimates 
varied little between years (2012 P = 0.45, 2013 P = 0.56, 2014 P = 0.52) and 
most lesions were observed in the spring (P = 0.79, 95% CI: 0.57–0.92). Of six 
lesion types examined, pale lesions were most common (P = 0.41, 95% CI: 
0.30–0.52). Annual lesion prevalence estimates for dolphins in Roanoke Sound 
were comparable to published estimates for T. truncatus in Charleston, South 
Carolina, Brunswick, Georgia, and Sarasota, Florida (p ≥ .05), although, 
seasonal differences in lesion occurrence and typewere observed (p < .05). 
Future studies should examine relationships between lesions and environmental 
variables and use stranded dolphins to investigate skin lesion etiology.
