[matplotlib-devel] Travis (hopefully) reliable again

I spent the day getting our test suite into shape again so that it's 
passing on Travis.

Just wanted to let you know, in case, like me, you've seen so many false 
positives that you started ignoring Travis.

Ugh.  It seems I spoke too soon.  The illustrious test_bbox_inches_tight 
test is failing again on master.
