You can just make the substrate extend to the bottom of the computation 
domain.  Have the PML overlap the substrate, and place your observation 
plane between the PML boundary and the GaAs-Substrate boundary.

You should test the spacing to see how much space is needed between the 
observation plane and surrounding interfaces.  A good starting point is 
one wavelength on either side, but this may be excessive in certain 
circumstances (for normal incidence you can get away with less).
