Complain to eBay, reverse charges on paypal, and seller may be booted  
from the site.  Might even get cash back

badly.  It's missing both the pieces of wood trim to the left of the
glovebox.  There appears to be crash impact dents on the front edge  
of the
top, while the lower edge is twisted and distorted, so that the  
glovebox

door won't open or close correctly; essentially this thing is $130 of
complete worthlessness.  Upon closer inspection of the one photo in  
the ad,
I can now see that the wood trim is missing, but at the time the  
phrase

complete dash panel obscured my vision--dumb, huh?

The seller hasn't returned my email complaints (they were cordial, I
promise), so what can I do now?  I paid through PayPal, does that  
change
anything?  Like I said, I admit to not caveating my emptor enough,  
but the

Do I have any recourse at this point?

well logic would sugest that, but not so.  I have been screwed over 
several times when the buyer really had not case or cause to even file 
anything.  They simply didnt read the auction

eBay has owned Paycrooks for several years now. 
Their policies protect their interests, not buyers or sellers. 
Paycrooks has been accused of taking the money back from the seller
and not returning it to the buyer.

this is the main point.  on ebay, you need to buy the seller and not the
item.  if a guy has a bunch of nasty feedback, he is a bad vendor.  i usally
won't buy from a high volume seller with under 99% positives.  it's
virtually impossible to get 100% feedback on ebay if you sell a lot stuff
(there will always be the newbie who gives you a negative because they
didn't feel the box you sent it in was brown enough)  on lower volume
sellers, i want to see a history of selling like items (in this case, used
mercedes parts) and any negatives to appear to not be their fault.

if i can't buy the seller to this standard, i don't buy the item.

Time to start surfing the eBay site map. I forget where it is, maybe under
Trust and Safety (though something tells me they moved it out of there an
put it under another heading), but there is a place to lodge fraud
complaints.

IIRC PayPal will only back you up on non-receipt of goods, and then only for
30 days. 

But it's been a while since I had to deal with this (at the wrong end,
actually, for a guy who went postal on me when a package was delayed in
transit), so I'm sorta fuzzy.

It's bloody hard to get your hands on a living, breathing eBay employee to
get action... but it can be done.

I have had 3 occasions to protest a seller via PayPal.  What I learned  is 
you must be very careful about using their canned descriptions of the  
deficiency.   Not as described is too kind and does not fly.   Missing parts 
or 
defective parts is better.

Ebay and PayPal are both smart and won't cut off the buyer.  The buyer funds 
the money, without a buyer, there is no sale, there is no fee, there is no 
money to be made by Ebay and PayPal.  My experience with a lying seller was 
plesant and ok.  PayPal took care of me.
