So after being off the road for many months due to replacing glow plugs, all fuel lines etc under the manifold put it back together and was getting check engine light for EGR. Finally broke down and spent $300 on a used one and put it on, cleared codes and it seemed fine, no more code. Took it for a drive. Now has plenty of power (although much slower than the 606 turbo I have been used to driving), but when trying to maintain a steady speed it surges almost like a bucking bronco, even with cruise set. Well crap, I go back to house, mess with a few things, it still does it. I even rev up engine to about 2k and hold it and it will do it. Its something with that stupid control pressure flap and the EGR. I then discover the vacuum line from the manifold to the pressure sensor has a small tear starting in it. I replaced that and now it behaves and runs like it should. I guess I will call it ready for duty. It;s amazing how that little detail caused all kinds of problems. I am now wondering if the old EGR valve was fine, but then again, it was setting codes and the new one does now.
