If you don’t see anything, just tie it up out of the way as you’ve done and move on. The rubber spring covers are a PITA and I’m not sure exactly why they did this. They deteriorate over time as you can see. You can try pulling all of it off, but I would just let it deteriorate in place. Unfortunately, these hold moisture, so you can see where the springs are rusting. Got it. That looks like a connector that’s important. I would get under there and see if you can tell where it might have been plugged in.
