Sounds like you're missing the lic plate mounting bracket, 123 810 00
14.  Attaches to the underside of the bumper w/ 2 bolts, 2 nuts, 4
washers.  Oughta be an easy find if there's a breaker close by.

No, I'm not a doctor. I was an aviation electronics technician the
first six years of my Coast Guard career, and several pairs of
hemostats were "mandatory equipment" in every tech's toolbox. Great
for holding small parts during reassembly or for picking out a
micro-sized dropped screw that gets wedged in between components.

When I had that pblm (with a 280 SLC), I went to the (St)ealership, and
bought the requisite bracket (it wasn't cheap, IIRC). That is what is
attached to the holes on the car. The license plate then screws into that
bracket.

You DO have to reach up "blind" at the back of the bumper with the
nuts. I used a pair of curved hemostats to hold the nut while I pushed
the bolt through from the front.

Yeah, W123.  I'll take another look, but the holes appeared to be
"blind".  Maybe they aren't supposed to be, though.  My car was put
headfirst in a ditch, at some point, and the air dam/valence area under
the bumper was pushed upwards in places.
