Both are the common complaints for cheap jacks.
There are lots of rebuild instructions online, I'd probably try to repair the
HF unit. Once fixed it'd probably be better than new...

i bought one of the HF aluminum jacks probably 9 months ago
i'll bet i haven't used it 10 times …. last time i tried (moving some printing
presses), the jack would rise with a pump of the handle bit it would not stay
up … it went back down immediately
the raise/lower valve seems functional
some check valve problem?
i've probably jacked 6 cars and maybe 3 or 4 printing presses
other than that it's been riding in the back of my 300td
interestingly, the same day the HF jack failed one like this failed as well

it was an abused and used little jack. It's leaking out of the small pump. I
took it apart and replaced the o ring
it still POURED out fluid
what gives
i bought the walmart one for $17 or something a month or so ago …. ordered and
store pickup
it seems fine, but what to do with the other one
too much stuff
