Not really much to do with politics I don't think, Washington and Oregon are on 
the up, both are strongly blue states and listed in the green here. Same with 
Maine, New Hampshire and Vermont.
I suspect if you could correct for population age you'd find the states gaining 
the most wealth will show a rapidly aging population. With the exception of 
Washington but there I suspect you'd see a serious wealth cluster on the west 
coast.

Easy.  If / when you file your income taxes, you're providing (a) the
amount of your annual income and the value of some of your (taxable) assets
and (b) your address.  Stop paying taxes on that in say New York and start
paying less taxes or no taxes in another state, and the IRS has this data
and apparently makes a sanitized version available.  Even if you move
between counties, your address (tax domicile) is provided to the IRS.  If
you get a W-2 form, IRS and your state and maybe your county/city get that
as well.

Many things influence AGI, not just political beliefs.  Plus, in dynamic
situations, there are also time lags between cause and effect.  So counter
examples are hardly surprising.  Maybe it's mainly about population density.
But "blue" parts of the country tend to be red on the map.

my county is gaining AGI, mostly from the county south of us, Oklahoma
County, home of Oklahoma City. Are they figuring that people in Logan
County work in OKC, but live elsewhere?

How is it that Oklahoma is losing $1.39 Billion per year to Texas???
