RE: [MBZ] Re: WA state emissions testing

2005-07-08 Thread Royce Engler
In Texas, all was great until the Texas Natural Resources Conservation
Commission (TNRCC or TRAINWRECK) got involved. They mandated that in
certain counties the inspections had to include an emissions test (except
for diesels, HA, HA) They had some elaborate scheme cooked up that limited
the testing facilities to those who were licensed (i.e. paid the bribe) by
TNRCC. Cost of the equipment was outrageous, and included a gadget that
looked like a dyno, and a probe that got stuck up the exhaust pipe (think
about that metaphor) The PEOPLE rose up and raised holy hell with their
elected crooks and got it changed so that any testing center that was doing
inspections before could get the equipment and do the emissions test. I
think the licensees in the original scheme went broke (there is SOME justice
in the world), but the good news was and is that diesels are exempt.

I had an '85 Jeep CJ-7 that I had extensively modified (starting with taking
off all the pollution control crap) and was worried about getting it
inspected. I had my indy tune it so it would pass, went to a shop that
appreciated faster type cars, and it passed with flying colors. All of
which made me wonder what the hell the pollution control crap added to the
process in the first place.

the old days of georgia inspection were the best

when i moved here, my car immediately failed georgia emissions. I
explained to the guy at the major chain muffler shop how confusing this was
to me and he told me not to worry but to go to a certain address with $50.

so i drove to this place and told them my story. the fella asked me for
$50. i gave it to him. he gave me a sticker. i was now legal!

those glory days are long gone, my friends, but what days they were

BTW, when i moved here a decade ago, many cars on the road weren't even
tagged. alas, that has changed as well :(

As I understand the rules King, Pierce and Snohomish counties check
emissions. Only portions of Pierce and Sno, are required so there it depends
where you are living. The emissions check has a standard you must meet. If
you don't meet the standard then you must spend a certain amount of money on
repairs at a certified repair facility. After that you get reinspected. If
you don't meet the spec then, you still get your cert, simply because you
spent the money to fix it. As I understand it you cannot get the exemption
for work done yourself, it has to be a certified facility.

From what I recall, emissions testing on diesels varies by county.
The

county that seattle is in (King?) required testing from what I
recall, but

they were more interested in opacity than anything. I'd wager that a
missing

cap isn't something that will cause problems provided they don't
have a

reason to go hunting. My 190D, being a 2.2 five speed, doesn't have
an ALDA,

and was registered in a county that did not do emissions testing on
diesels.

You should probably tell the list where you are planning on moving
so that

someone from that county can give you more specific details.

  It'd be King county.
