Not well done but theoretically sound I guess. I remember an article in a car 
mag from the early 70's when people
got worried about fuel economy. Lots of stuff about drag coefficients and 
frontal area. Most cars have since gone
that route to some extent. The next time you are in a parking lot, look at the 
cars in a row. Bumpers have
essentially become useless except as aerodynamic enhancements. I looked at a 
row of small cars while waiting for my
wife at the grocery store a couple of Saturdays back. Not a one would have 
protected the tail lights and trunk lid
from a bicycle. Plastic and about an inch or two from the back edge of the 
body. My old 115 300D might have ugly
bumpers in the view of some, but it was designed for the period when they were 
supposed to withstand a 5 mph
impact.

Yeah- I saw South Carolina plates; I perhaps no inspection mechanism there?

I believe the electric power steering on the Saturn Ion and 2004 Chevy Malibu
was supposed to be good for something like 0.7mpg. 

A friend's carbureted, power steer 1987 Horizon got better mpg than my
fuel injected manual steer 1989, but his was geared taller.

Yeah, the claim might even have been higher. This is back when I was pretty 
pleased to have driven gently enough to get my 240D up to 32mpg...

Said that losing the PS pump didn't make it any harder to steer when moving and 
that the reduction in drag made the car quicker off the line.
I was (and still am) very skeptical.

enough weight and drag to significantly increase the top speed?
Of course you'd need to change the gearing, I think 240Ds are engine
 speed
limited...

airconditioning and power steering stuff out of a 240D and swore the
reduction in weight got it up to 35mpg.

Yeah, they're way off base there.  I'm also unconvinced that
the lighting is the guilty party for is 2-3mpg drop at night.
Atmospheric conditions are also different.

I'd like to see a few lights-on-at-daytime data points to
prove this.  He needs HID headlights if he really wants to
cut down on his electrical lighting load.  And LED marker
lights, probably.  (They won't be as safe because of their
vastly reduced spatial emission characteristics, but will
probably be legal.)

He could cut his headlight load by 10-20% or so by chopping the
waveform to the existing lights, he might get 50% of the light
that way.  Not a particularly good cost/benefit ratio!  But if
a lot of his nighttime driving is under conditions where one
can forget to turn on the lights at all (city streets, etc.)
dimming the headlights some would be harmless.

watts on DRLs, eliminate them. If you are talking headlights at night,
making them horribly inefficient by running them at half voltage
(series wiring) is beyond stupid. Lowering the voltage with dropping
diodes (and wasting watts heating the diodes) is also incredibly
stupid.
