I think I remember from working at the dealership, that the stalk that controls all that can go bad. There is a switch inside the wheel that fails and when it goes bad all sorts of things run through it and it causes weird failures. Any other electrical issues? How are battery and alternator? Are they up to snuff? Is everything getting good voltage? So basically its starting to do the same thing the rebuilt Programa unit was doing. I am starting to wonder if there is another issue. Could it be something with the actuator or the speed sensor in the speedo? Maybe its loosing power to the amp, maybe a flaky fuse. My '87 wagon cruise used to do that cut-out then resume thing, felt like an engine miss. It would do it twice in a row shortly after engaging the cruise, and then be fine for hours. On my 95 E300 early in the summer the cruise control quit working. I swapped in a rebuilt Programa unit I had bought for another 95 that I pulled off the road due to rust. This unit was probably a couple of years old, was not used more than a year. So anyway, cruise worked fine then I started noticing while driving I could feel it dropping out then kick back in right away. Just felt like a little surge.
