The bottom line is that they know most of us can do it too but there are enough jerks and incompetents out there to make it unsafe for all of us to do so and rather than ticket the ones who are not good at it, they choose to prevent all of us from doing so. I guess it is sort of like racial profiling. Got to search everyone at the airport too even though very few white grannies blow up planes. So why can cops (et al) manage to drive and talk on the phone while the rest of us are classed as homicidal maniacs if we blah blah on the mobile? Funnily enough a cop over here is allowed to use his mobile phone whilst driving (I think there are some other exemptions). Obviously they are trained to do this.
