The bottom line is that they know most of us can do it too but there are 
enough jerks and incompetents out there to make it unsafe for all of us 
to do so and rather than ticket the ones who are not good at it, they 
choose to prevent all of us from doing so. I guess it is sort of like 
racial profiling. Got to search everyone at the airport too even though 
very few white grannies blow up planes.

I know some may say they have advanced driver training but there is no 
law I am aware of that gives you an exemption if you have completed an 
advanced driver course.
My money is on revenue raising, make everything illegal and it's easy

who has a CDL and quite a few miles under the wheels but is not 
allowed to talk on the phone and drive but can eat a sandwich, drink 
coffee and have a ciggy

So why can cops (et al) manage to drive and talk on the phone while the 
rest of us are classed as homicidal maniacs if we blah blah on the mobile?
I know some may say they have advanced driver training but there is no 
law I am aware of that gives you an exemption if you have completed an 
advanced driver course.
My money is on revenue raising, make everything illegal and it's easy to 
fill the coffers with the cash.

the same exemption for cops (and some Emergency Services workers) to use 
cell phones while driving exists in at least some US states as well.
the premise is that there is some information they'd rather not 
share on airwaves where people can listen in as easily (even though it's 
not as simple to listen in on many agencies with a scanner these days 
with all their trunking systems,...).

for emergency vehicles, during an emergency, with their overhead 
lights turned on, not for a deputy cruising down the road at 70 in a 
55 zone.

Funnily enough a cop over here is allowed to use his mobile phone whilst 
driving (I think there are some other exemptions).

Obviously they are trained to do this.
