Whoever is the legal representative/executor of the owner's estate should be able to sign it over, however after "several years" I'm not sure how that works, presumably the estate is closed by this time. When it is returned by the postal service, take the UNOPENED letter to the licensing agent, and they'll take care of it. I moved this car a month ago and it ran but was real rich running meaning it’s getting to much fuel and I parked it and haven’t messed with it, I have the title but it’s in my dads name and he passed away several years ago, I have no desire to keep it and thought I would list it to see if anybody needs parts or would like to try and fix it, Make offer may trade for stuff.
