Hold the camera until the buyer gets there address fixed with paypal and
let them know that it is Paypals policy and not yours if you have not
seen a response or update of status on Paypal offer a 2nd chance to
bidder #2.

Subject: Re: [MBZ] CYA on an eBay Sale

I am looking to upgrade my mobile phone and have been looking at some on

fleabay, naturally I check the feedback of sellers to determine if they
are straightup.
Came across one feedback where the buyer claimed that the package
arrived empty, the seller answered back that the receipt he/she got from

the post showed the weight of the package as it entered the postal
system, proving that it contained a phone. The buyer had a feedback
rating of zero and the seller had over a 100 feedbacks with 99.3%
satisfaction.
Over here we have what is called registered post, costs a bit more but
you have the security that the package will only be handed over with a
signature.
So make sure that you get the weight of the package officially
registered, in case your buyer uses the empty package trick.

Anyway, the buyer has feedback, all positive, has
changed their account name in the last three months
(but the previous account had 100% feedback as well)
but paid via an unverified address with PayPal.

I won't say where the buyer lives, suffice that it's a

Anyway, I may be paranoid, but I'm trying to think of
the best way to ship this with delivery confirmation
on the other end, that is, a signature. I think USPS
would be best, especially since if by some chance it
does end up being a scam I can turn it over to a
 Postal Inspector.

Since it's an unverified address in PayPal, they won't
protect against chargebacks. I figure if it's a scam
and I document everything I'll be pretty well covered
on my end, regardless. I would add that I have about
a third of the selling price in this, so if I end up
getting boned I'm not out a significant amount of
 money

 Am I just being paranoid?

Hmm, does Paypal's Terms of Service of the week make you financially
responsible to paypal if the buyer pays with stolen funds?

I'd be inclined to either check with the sellers who previously gave
feedback, or just send the camera out and make sure you clean out
your paypal account and the bank account that paypal has the ACH
information on.

I put in my auctions that I refuse to ship to PayPal buyers with

There is no way to guarantee you will keep the money if paid by PayPal
or a credit card. There are a number of mechanisms in place to protect
the consumer against fraud which can be abused. Proof of delivery will
not help if someone wants to rip you off. Even if PayPal enforces the
transaction, if the customer claims the credit card number used to
fund their PayPal account was used without their consent, they get all
the money back without having to return the merchandise. But PayPal
will give them the boot - so they can only pull that trick once -
maybe twice.

That may sound good, but over her disputes are usually decided in
favor of the consumer and the merchant is left to recover money
through the court system. A dishonest merchant will just send a
defective item or a brick. A dishonest customer will return an item
the same way. Proof of delivery does not mean much. If the consumer
gives the right response, a credit card chargeback is automatic and
uncontestable. I've seen instances where a chargeback was put through
18 months after the date of payment. That is quite unusual, however.
