Hold the camera until the buyer gets there address fixed with paypal and let them know that it is Paypals policy and not yours if you have not seen a response or update of status on Paypal offer a 2nd chance to bidder #2. Hmm, does Paypal's Terms of Service of the week make you financially responsible to paypal if the buyer pays with stolen funds? I'd be inclined to either check with the sellers who previously gave feedback, or just send the camera out and make sure you clean out your paypal account and the bank account that paypal has the ACH information on. I put in my auctions that I refuse to ship to PayPal buyers with unverified addresses. Like refusing to take personal checks, it is another way to reduce the number of flakes and deadbeats. There is no way to guarantee you will keep the money if paid by PayPal or a credit card. There are a number of mechanisms in place to protect the consumer against fraud which can be abused. Proof of delivery will not help if someone wants to rip you off. Even if PayPal enforces the transaction, if the customer claims the credit card number used to fund their PayPal account was used without their consent, they get all the money back without having to return the merchandise. That may sound good, but over her disputes are usually decided in favor of the consumer and the merchant is left to recover money through the court system. A dishonest merchant will just send a defective item or a brick. A dishonest customer will return an item the same way. Proof of delivery does not mean much. If the consumer gives the right response, a credit card chargeback is automatic and uncontestable. I've seen instances where a chargeback was put through 18 months after the date of payment.
