Leaky injectors would do it, but I'd think it would idle like crap.
I'm not sure how much difference retarded injection timing or a stuck
timing advance device would make, but mpg and power would go down.

What about operating temperature? When my '85 190D thermostat stuck 
open, around town (short trips) fuel consumption in the winter dropped 
from the high 30s to the mid 20s!

It DOES idle like crap when I start it up and dies a couple times until the
engine warms up.  Operating temperature is normal (relatively new
thermostat) but it idles a bit low (650).
Is there a test for leaky injectors or should I simply replace them all?
They are original to the car, to the best of my knowledge...

If the injectors have never been properly cleaned, now would be good
time Check your yellow pages for a Bosch diesel injection shop near you.

Alternatively, if you can't function without the car for the day or two it
will probably take, see if Kaleb has a used set you can buy and have
cleaned, then install.

Remember to replace the crush washers (aka heat shields) at the same time!

Injectors are tested on a pop tester. Described in the section of the 
engine manual that describes injector maintenance.

The problem is that the labor to remove and reinstall the injectors is 
the same as the  labor to replace them. The cost of rebuilt injectors 
(~$50 each) is about the same (or less) than what it would cost to 
clean/rebuild old ones (if I recall new nozzles to do a rebuild are 
close to $30 now). I don't know what Rick would charge to test a set of 
injectors if you removed them and brought them to him, but I expect that 
it wouldn't be much more than 1/2 hours labor.

Andrew - if all the obvious mechanical drag items are ruled out (including 
wheel alignments and tire pressure), then the usual culprit for poor fuel 
economy would lead one to timing problems - either the cam or the IP could 
be off and have a serious effect.
Even with a heavy foot and a heavy car, we routinely get 29 mpg on the 126 
SD, and 31 mpg on the 124 D.

return line on 1 [enough to make it wet] and replaced 1-2-3, but I don't
