They just passed a law that makes it a gross misdemeanor if an unsafe
load injures you.  Up to $5000 and a year in prison.  This was passed
after a woman was blinded by a piece of plywood that flew out of the
back of a pickup truck.  If no one gets injured the fine is still only
$194, though.

In Washington a 911 call will get a trooper (if available) on the offender's 
case. I wouldn't hesitate.
