Hm.  In testing it Did The Right Thing, but I didn't try changing
BBLAYERS.  Swapping the order of meta-poky and meta-intel in BBLAYERS
doesn't change what files get included, so this appears to be mostly
working at least.

I haven't actually checked, but I think there may be a slight problem with 
this in that include/require pick up things using BBPATH, so this file having 
the same name as the one in meta-poky might mask that one out depending on the 
order of BBLAYERS.
