--- yes, semantically, rev is the opposite or rel. The downside is
that you are creating a tagspace, so anyone can link to it, just like
anyone can link to flickr.com/photos/tags/programming/ but
practically, there is no way for them to give reciprocal links to
everyone.

So the rev for a rel link is NOT required, but instead optional.

 But on http://example.org/tag/programming/ should I use rev=tag to link to
each tagged article?

In this case SHOULD is probably more of a MAY.
