I use m5hosting and I love it.  You're friend was probably not accepted for 1
of 2 reasons:

1: He did not pass a security check, i.e. his phone number is in Germany, his
email address is in some former Soviet country, and his mailing address is in
Spain.

2: The company is doing so much business lately that it can't keep up with
demand.  Every successful business goes through that.

I love the service.  Ironically, I can cancel the service at any time but it's
that option which makes me keep the service.  No one or two year contract.

Otherwise he'll either have to expect a high but reasonable price or
consider housing/colocation.
