Yes, mergeing back would seem to make sense.  I'm not happy with the interface 
in the devel version anyway so  I think I'll merge the new stuff into HEAD 
using the old bit-writing interface.   Save messing around with maintaining 
two plugin interfaces one of which may need to be changed anyway...

Super - that'll come in handy.   Seems a couple software players and
at least 1 hardware player are allergic to DP :-(

Release has been made so perhaps development could shift back to 
the HEAD now?

Ooops I forgot: the flag is --no-dualprime-mpeg2 and it is only in the 
development mpeg2enc branch.  I'll add it into the main branch!

The presence of B frames disables dual-prime encoding of blocks Part of the
MPEG-2 standard).

Set --no-dual-prime to turn off dual-prime when using only P frames.
